Back on October 28th of 2007, a resident of the 700 block of Newtowne Dr. reported an attempted burglary to her apartment had just occurred at 4:08 AM. She advised while in her home, she heard a noise coming from her living room window, as someone was trying to gain entry. She then yelled that she was going to call the police. The person at the window called for the victim to” Let him in to talk”. The victim recognized the voice of her ex-boyfriend. She advised him to leave and that she was calling the police. As she went to retrieve the phone she heard a loud crash. When she returned to the living room, the window was broken and the suspect had fled from the home. He was identified and a warrant was obtained charging him with Burglary and Destruction of Property. He had been sought on the charges ever since. On September 24th at 12:29 PM, officers responded to the 400 block of Captain’s Circle for a NEIGHBORHOOD WATCH report of drug activity. Three men were checked out. No drugs were found, but one of them turned out to be the man wanted in this 2007 Burglary case. 20 year old Thomas Karl Penn, of Cape Saint Claire was arrested on the warrant. (07-006028)
